Chinese President Hu Jintao on Saturday urged officials to improve management capabilities and provide social innovations in the field to ensure a "harmonious society, stable and full of vitality."

"To strengthen and innovate in social management, we must stimulate the vitality of society and to greatly increase the harmonious elements, while minimizing the inharmonious factors", said the Chinese president at a ceremony opening seminar, attended by officials at provincial and ministerial.

The other main tasks outlined by Hu Jintao include strengthening the role of the CCP leadership and management functions of government social, allocation of more staff, funds and equipment to grassroots organizations to raise the quality of their services .
